Task:Governments are encouragingindustries and businessestomove out of large citiestoregional areas. Do you think the advantages of the development outweigh the disadvantages?
In many parts of the world, industries and businesses are removed from big cities to regional areas because of governmental policies, whichI think can bring more benefits than drawbacks.
The main concern for the introduction of industries and businesses is that it can damage the local areas. The wastes produced from factories willgive rise to problems in the form ofair and water pollutions. Also, the establishment of large shopping malls can attractcrowds of people, who mayflood intothose areas, with the residents’ lives being largely disturbed.
However,the damages to regional areas canbe well controlledby planning and regulation. Withthe contemporary developed technology, pollutions canbe minimised to acceptable level, and with the available successful business cases, the disorder during development canbe avoided in advance. In fact,once industries and businesses are settled, a diversity of job openings and life choices will be offered to local inhabitants, who will therefore be able to have more promising futures than they used to.
In addition, because cities are usually more prosperous than the other parts of a country, redistributing industrial and commercial organisations toless developed regionscan helpachievea more balanced economy.Backward areaswill then have more opportunities to develop, and urban areas will be less likely tobecome overcrowded.
To conclude, moving plants, shops and companies from major cities tounderdeveloped regionsmay lead toa few risks, but they can be easily dealt with. On the contrary, the benefits this policy can produceare of more significance in the long run. (262W)
