　　随着市场经济的推动，各种类型的公司也取得了长足的发展，报告成为了一种新兴产业。报告的用途逐步扩大，用于新产品开发、投融资、公司发展规划、年度发展等方面。撰写报告的机构有高校、社科、研究会、研究院、智库等国家的研究机构，以及国内外研究咨询企业公司，例如：麦肯锡、PWC普华永道、KPMG公司、BCG波士顿咨询、埃森哲(Accenture)、德勤Deloitte&Touche、iResearch艾瑞咨询、零点咨询、中为咨询、新华信、中国科学院、中国社会科学院、北京大学、清华大学、中国非国有经济研究会、北京创新中实信息科学研究院等。报告广泛适用于政府的产业规划、金融保险机构、投资机构、咨询公司、行业协会、公司、企业信息中心和战略规划部门和个人研究等客户。另外实体经济企业的发展也有困境，资金、人才、技术等领域也时常困扰着他们，需要相应报告支持。报告的编制撰写一般由企业内部市场部或专业的市场研究公司撰写，市场研究公司在数据采集、资料归类、观点提炼、报告撰写方面具备独特的专业优势。一份报告一般的数据渠道主要包括：国家统计局、国家海关总署、商务部、各行业协会、研究机构、市场一线采集。企业发展报告主要是侧重企业发展报告，如战略、管理、营销、生产、财务等。政府发展报告，包括政府主要工作报告等，如规划、区域发展等。行业发展报告，由中国非国有经济研究会及企业研究发布的报告，如中国实体经济发展报告等。世纪90年代末，当第一批小型合伙制公司试图在中国以“咨询公司”的名义注册时。自那以来，中国的咨询公司发展得有些过了头。我国咨询业和改革开放同时起步，由中国企业联合会（当时为中国企业管理协会）开创了这项工作。由中国企业管理协会牵头，通过学习与引进国外管理咨询的理论与方法，结合中国的国情及企业的实际情况，开展企业管理咨询。根据中为咨询观察目前我国咨询业发展时间非常短，和西方管理咨询业的发展水平有大的差距。总是不能形成专业化合作化的集团作战行为。西方咨询业已发展到以客户为轴心提供个性化扎实的服务，而国内咨询业的人才结构、知识结构还不能承担国际化复杂的业务，零散资源亟待整合。

　　过去相当一段时期，人们对咨询业功能、作用缺乏足够的认识，对咨询机构多是持怀疑态度，咨询往往是政府行为，企业自身对咨询管理的需求不大，企业决策层的观念也没有根本改变，对咨询的认识比较朦胧。因此，这个阶段的管理咨询发展缓慢，缺乏行业规范，从业人员的素质也不高，行业专家也不热心参与；国家对咨询业重视不够，没能有效地将行业规范、监管起来，缺乏行业管理等等，导致咨询业泥沙俱下，市场容量狭小，更别提行业积淀、良性运行，与国外咨询业相比，存在着很大的差距。咨询业在我国发展缓慢，最根本的一条是因为体制、机制、竞争等造成的需求动力不足。目前全国各地有数百家咨询公司，有的只有几名雇员，也有十几家在短短几年内发展到约1000名雇员。相比之下，麦肯锡(McKinsey&Co)在全球拥有1.8万名雇员，其中在大中华区雇佣了500名研究员和咨询顾问。根据中为咨询观察，中国咨询行业诞生不到20年后，本土咨询公司即将面临一场洗牌，只有实力最强的公司才会幸存下来。各公司激烈争夺合同，却往往只能向客户提供肤浅的建议，这种情况对任何人及企业发展都不利。
