Is It Necessary to Offer English Course to Ph D Students?

There is much controversy nowadays about whether or not Ph. D students, who have been learning English for years since the middle school, need to be offered English learning course or courses. Some people say that students should not proceed with English learning at this stage. But there are others who claim that English should still be a compulsory course even for Ph. D students.
Those who agree to stop English courses argue that students have been learning basic English skills for years. They have had a good command of grammar. Therefore, it is not necessary to waste their precious time learning English class. Their English proficiency can be improved by reading books and journals in their research fields.
Those who criticize this point of view maintain that intensive language training is still necessary. Although it is true that most of the students English for more than ten years, lots of them are still shy when speaking English in public and what is worse, lots of them cannot express themselves well. This greatly hinders their academic communication with foreign experts.
There is certainly some truth on both sides. But in my opinion English is a very important tool for would-be scientists and a half-year course will greatly benefit their future research.
